Following the publication of the Welsh Assembly Government document “Iaith Pawb” and the requirements of the new Foundation Phase, all schools in Wales are expected to ensure that they provide for the effective bilingualism of their pupils. In particular the requirements of the Foundation Phase for a seventh area of learning, Bilingualism and Multiculturalism emphasise the Welsh language as a medium of learning quite as much in schools that teach Welsh as a second language, as in schools that teach it as a first language.
